1. General Information

Introduction

Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

The Canada School of Public Service (the School) was created on April 1, 2004, when the legislative provisions of Part IV of the Public Service Modernization Act came into force. The School has been part of the Treasury Board Portfolio since July 2004. Operating under the authority of the Canada School of Public Service Act, the School was created from an amalgamation of the following three organizations: the Canadian Centre for Management Development, Training and Development Canada and Language Training Canada. It reports to Parliament through the Minister of the Treasury Board, who is the Minister responsible for the School.

Responsibilities

The School has the legislative mandate to provide a range of enterprise‐wide learning activities to build individual and organizational capacity and management excellence within the core public service. Using a broad ecosystem of learning products, delivery approaches, and an online learning platform, the School provides public servants with the foundational knowledge, skills, and competencies now in the future, to serve Canadians with excellence.

2. Institutional Functions, Programs and Activities

The Canada School of Public Service has a single strategic outcome: Federal public service employees have the common knowledge, skills and competencies to fulfil their responsibilities in serving Canadians. It achieves this outcome through its various business lines with the support of internal services.

Public Sector Operations and Inclusion Branch

The branch is responsible for the design, content, curation, and delivery of learning for the Respectful and Inclusive Workplace, Indigenous Learning and Government of Canada and Public Sector Skills business lines. Additionally, it is responsible for Executive Learning, to support leadership development of the executive cadre as well as senior leaders.

Respectful and Inclusive Workplace

The School offers a wide range of learning products for all public servants to promote an inclusive, healthy and respectful workplace. The School's Respectful and Inclusive Workplace program includes self-paced and facilitator-led courses, videos and job aids on topics such as: workplace harassment and violence prevention, occupational health and safety, unconscious bias, mental health, 2SLGBTQIA+ inclusion, Gender-based Analysis Plus, systemic racism and discrimination, anti-Black racism and accessibility.

Government of Canada and Public Sector Skills

The Government of Canada and Public Sector Skills (GCPSS) business line provides public servants with learning opportunities on the craft of government and their obligations as government employees.

In collaboration with community partners, GCPSS offers a wide array of courses, tools and events tailored to the learning needs of public servants. These include:

  • Foundational Training: to orient all public servants and provide an overall understanding of how government works and obligations as government employees.
  • Functional Training: for public servants working in functional areas of government such as human resources, finance, procurement, real property, regulations, etc.
  • Authority Delegation Training: to equip managers in understanding and exercising their delegated authorities in the areas of human resources, finance and procurement.

Indigenous Learning

The learning on Indigenous realities supports the Government of Canada's commitment to reconciliation with Indigenous Peoples by improving public servants' cultural skills and knowledge of the history, cultures and perspectives of First Nations, Inuit and Métis, including their long-standing relationships with the Crown AND the ongoing harmful impacts of colonialism WHILE presenting Canada's history through a new, more inclusive lens.

Professional Development Programming – Class of Records

Executive Learning

The Executive Learning team supports the development of dynamic, high-performing executives to meet the current and future needs of Canadians. To do so, the team designs, develops and delivers the School's executive leadership development programs and transition-to-role orientation programs. In addition, it delivers events and podcasts on topics directly linked to the working reality of leaders in the public service, designs learning tools and targeted course offerings on emerging topics, and leverages peer learning, coaching, leadership reflection and mentoring. The team also collaborates with other School business lines in the development of executive courses and events.

Innovation and Skills Development Branch

The mandate of the Innovation and Skills Development Branch is to help public servants acquire the skills, experience, and mindsets they need to pursue public service excellence in an environment of change. The branch activities include demonstration projects, experimentation, and research; leadership and business acumen learning products; and future of work and digital upskilling. The branch also supports various government-wide communities of practice.

Digital Academy

The School's Digital Academy was established in 2018 to provide federal public servants with learning on the skills, knowledge, and attitudes they need to design and deliver digital-era programs, policies, and services. Learning topics include digital government and digital leadership fundamentals, applying the Government of Canada's Digital Standards, and introductory learning on service design, product management, agile methodology, data, artificial intelligence, cloud, cyber security, and emerging technologies. The Digital Academy learning products support public servants at all stages of their learning and at all levels of their careers through instructor-led and self-paced courses, articles, and a variety of learning events. The Digital Academy also delivers an applied learning program through the School's Digital Accelerator.

Organizational Learning Services – Class of Records

Transferable Skills

The Transferable Skills (TS) business line at the School helps public servants develop portable skills, mindsets and behavious that are applicable inside and outside of government. TS offers a wide range of dynamic and forward-looking learning products and channels to help create a public service that is kinetic, connected and collaborative. Their offerings include project management, communications, briefings, innovation and change leadership, among others. Transferable Skills sources, curates, partners, designs, develops and delivers learning under three streams: Business Innovation - focusing on dynamic business skills; Leadership Fundamentals - centered around growing public servants leadership capacity; and Future Skills – concentrating on soft skills used to be effective communicators and collaborators, and readily adapt to and navigate change.

Public Sector Innovation (PSI) strives to enhance the delivery of government policies, programs and services by enabling public servants to leverage the power of data, adopt innovative approaches, and learn through interactive and impactful experiences.

Policy, Priorities and Partnerships Directorate

The Policy, Priorities and Partnerships directorate (PPPD) provides a range of policy services that share one common goal: to introduce public servants to the latest thinking, practices, and tools related to public sector management via practical learning experiences, such as policy research and advisory services, technology demonstration projects, and events. The PPPD comprises three main teams: the Surge Team (formally known as Priority Initiatives), the Geopolitics & National Security Learning Program Team (GNS), and the Policy and Strategic Relations Team (PSR). The Surge Team supports the President's Office and senior officials across the Government of Canada by supporting high-priority, time-sensitive and complex policy and innovation initiatives. The GNS Team provides topical learning to develop strategic leadership and critical thinking to public servants about the international and domestic issues affecting Canada's security and prosperity. The PSR Team enhances the School's engagement with academia and external organizations. It is also responsible for the School's internal policies.

Geopolitics and National Security Learning Program

This program area provides cutting-edge training to national security departments, as well as training to other public servants across the Government of Canada. The team aims to instill among departments a greater awareness of the issues related to heightened global tensions and rapidly evolving security threats across four pillars: courses, events, workshops, and case studies.

This team supports the President's Office and senior officials across government with their high-priority, time-sensitive and complex policy and innovation initiatives. The team offers additional capacity and a suite of services and products that are tailored to best meet the needs of GC clients, users and initiatives.

Internal Services

Internal Services are those groups of related activities and resources that the Federal Government considers to be services in support of programs and/or required to meet corporate obligations of an organization. Internal Services refer to the activities and resources of ten distinct services that support program delivery in the organization, regardless of the Internal Services delivery model in a department.

Communications Services

Communications services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well-coordinated and responsive to the diverse information needs of the public. These activities ensure that the public receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.

This Internal Services category refers to communications that are corporate in nature, affecting the entire department whether through internal communications to all employees or external communications on behalf of the department.

Financial Management Services

Financial management services involve activities undertaken in the department to ensure the prudent use and stewardship of financial resources in an effective, efficient and economic manner. Activities include planning, budgeting, accounting, costing, reporting, control and oversight, analysis, decision support and advice, and financial systems.

Human Resources Management Services

Human resources management services include activities related to:

  • supporting human resources planning and reporting
  • reviewing, assessing and developing organizational design
  • reviewing and assessing job descriptions and classifications
  • supporting staffing processes
  • collecting and processing employee information related to compensation, leave and transfers
  • identifying and coordinating organization-wide training and learning requirements
  • promoting values, ethics and employment equity
  • managing employee recognition and awards programs
  • addressing workplace management and labour relations
  • developing and maintaining human resources information systems within the organization
Information Management Services

Information management services involve activities undertaken to achieve efficient and effective information management to support program and service delivery; foster informed decision making; facilitate accountability, transparency, and collaboration; and preserve and ensure access to information and records for the benefit of present and future generations.

Information management (IM) is the discipline that directs and supports effective and efficient management of information in an organization, from planning and systems development to disposal or long-term preservation.

Information Technology Services

Information technology services involve activities undertaken to achieve efficient and effective use of information technology (IT) to support government priorities and program delivery, to increase productivity and enhance services to the public. IT management activities includes planning, developing (or procuring), and operating IT computing, telecommunications, infrastructure and applications.

Management and Oversight Services

Management and oversight services involve activities undertaken to ensure that federal government service operations and programs comply with applicable laws, regulations, policies and plans. Activities include providing strategic direction, governance and corporate planning; allocating resources and taking investment decisions; and analyzing exposure to risk and determining appropriate countermeasures.

Materiel Services

Materiel management services involve activities undertaken to ensure that materiel can be managed by departments in a sustainable and financially responsible manner that supports the cost-effective and efficient delivery of government programs. Treasury Board's Policy on Management of Materiel defines materiel as "all movable assets, excluding money or records, acquired by Her Majesty in right of Canada." Movable assets are tangible and include a broad range of goods such as equipment (e.g., office, information technology, telecommunications, scientific), furniture and furnishings, and larger goods (e.g., vehicles and ships). Most materiel expenditures are specific program expenditures. However, as an Internal Services category, materiel management services include the expenditures from policy and administrative support for those who manage and dispose of materiel throughout the department.

Acquisition Management Services

Acquisition management services involve activities undertaken to support the acquisition of goods, services or construction services identified as necessary for a department to fulfill its ongoing mandate and purpose. These activities include processing, monitoring and reporting, developing and implementing departmental policies and procedures, and activities that support the sound management of procurement contracts.

Travel and Other Administrative Services

Travel and other administrative services include Government of Canada travel services, as well as those other internal services that do not smoothly fit with any of the internal services categories.

Fees

The School does not charge a fee for access to information requests and there is no fee for requests for personal information.

Completed Access to Information Requests

The Government of Canada encourages the release of information through informal requests outside of the official ATIP process. Privacy Impact Assessments

The School conducts Privacy Impact Assessments (PIAs) to ensure that privacy implications are appropriately identified, assessed and resolved before a new or substantially modified program or activity involving personal information is implemented. Summaries of completed PIAs are available.

Contracts and Agreements

Subject to Section 4.2.26 of the Directive on Privacy Practices, the School has not established any contracts, information sharing agreements or information sharing arrangements with any other federal program or public/private sector entity.

4. Appendix – Institution-Specific Personal Information Banks

Personal Information Banks are descriptions of personal information that are maintained by government institutions about individuals, in support of specific programs and activities. The Privacy Act requires that Personal Information Banks include all personal information that is organized and retrievable by a person's name or by an identifying number, symbol or other particular assigned only to that person. Personal Information Banks must also include personal information that has been or is being used, or is available for use for an administrative purpose.

Below are the School's institution-specific Personal Information Banks.

Integrated Learning Management System (I-LMS)

Description: This database is used to support a centralized portal for online learning courses and to provide individuals with online assessment tools. The database captures individual profile information; course and learning activity participation and results; and some automatically generated course testing and self-assessment results. The personal information collected includes the individual's name, work address, work telephone and fax numbers, e-mail address, department, job title, classification category and level, and preferred language. While accounts may be deactivated after a period of prolonged inactivity, account holders can request the reactivation of their accounts at any time by calling the Client Contact Centre.

Class of Individuals: Employees of governments and public sector institutions (federal, provincial, municipal and international).

Purpose: This information is collected to provide an automated tool for course registration, payment and learning activity utilization data. This tool is provided to enable I-LMS account holders to establish training needs and partake of professional development activities.

Consistent Uses: The personal information is used for I-LMS statistical and evaluative purposes. All disclosures require the individual's prior consent.

Retention and Disposal Standards: The information is retained by I-LMS as long as the I-LMS platform exists. Should the platform be discontinued, the information will not be disposed of until five years have passed.

Language Review Committee

Description: This bank may contain requests for review, employee's written consent, Language Knowledge Exam (LKE) results prior to October 15, 1984, assessment officer's report, languagetraining history, orientation process results, related letters or memos and the Review Committee decision.Class of Individuals: Public servants whose cases have been submitted to the Language Review Committee.

Purpose: This bank was created in accordance with section 20 of the former Public Service Employment Act to record information on employees whose cases have been submitted to the Language Review Committee.

Consistent Uses: The bank is used to examine complaints concerning results obtained in second languageassessment and decisions of the Language Assessment Section prior to October 15, 1984; to review employee's withdrawal from languagetraining and to reach a decision on each case.

Retention and Disposal Standards: Records relating to complaints concerning the withdrawal from languagetraining or the orientation process results are retained for twenty five (25) years and then destroyed.

Language Training Orientation

Purpose: This bank exists to register test results and information collected during the orientation interview.

Consistent Uses: This information is used to evaluate the aptitude to succeed at languagetraining, to make pedagogical recommendations to the teaching personnel and to supply Language Training Centre with administrative data.

Retention and Disposal Standards: Paper records are kept for twenty (20) years after completion of training and are then destroyed. Computerized records remain active during the training period, are then kept on tape for twenty (20) years and then deleted.

The PSC Test Scoring and Reporting System provides a weekly update of Second Language Evaluation (SLE) results for the purposes of updating candidate information.

Retention and Disposal Standards: Paper records are kept for twenty (20) years after completion of training and are then destroyed. Computerized records remain active during the training period, are then kept on tape for twenty (20) years and then deleted.
